How Electricity Bill Calculation Works in Pakistan
Understanding the mechanism behind your bill is the best way to control it. Every DISCO bill is built from the same components:
Energy Cost (Protected) = first 100 units at the lower rate + remaining units at the next rate
Fixed Charge = Sanctioned Load (kW) × fixed rate per kW
Duty = 1.5% × (Energy + FC + NJ + QTA)
GST = 18% × (Energy + FC + NJ + QTA + Fixed + Duty)
FPA is billed separately, with its own duty and GST
Total Bill = Energy + Surcharges + QTA + Fixed + Duty + GST + FPA (with duty and GST)
- Landing-slab pricing: For Non-Protected consumers, every unit is charged at the rate of the band the month reaches. It is not “first 100 at one rate, next 100 at another”.
- Protected benefit: Protected homes get the benefit of one previous slab, so the first 100 units stay at the lower rate.
- Sanctioned-load fixed charge: You pay per kW of sanctioned load every month. It steps up with your consumption band.
- Adjustments and surcharges: QTA and FPA change as NEPRA notifies them. The financing cost surcharge applies to every unit.
- Duty and tax: Provincial electricity duty and 18% GST are added last.

Frequently Asked Questions
What is the best way to calculate an electricity bill in Pakistan?
Find your slab from total units, multiply the units by that slab rate (Protected homes get the first 100 units at the lower rate), add the sanctioned-load fixed charge, FC surcharge, QTA and FPA, then add duty and 18% GST. This calculator does every step automatically.
Is electricity billed slab by slab in Pakistan?
Not for Non-Protected consumers. Every unit is charged at the rate of the slab the month reaches. Only Protected homes get the benefit of one previous slab, and Lifeline homes get none.
Why is my electricity bill high even when I use few units?
Fixed charges depend on sanctioned load (kW), not consumption. GST, the FC surcharge and adjustments are added on top, and a Non-Protected home pays the full slab rate on all units.
How do I know if I am Protected or Non-Protected?
A Protected consumer is a Non-ToU residential consumer who has used 200 units or less every month for the past 6 months. Homes with a sanctioned load of 5 kW or more are billed Time-of-Use and cannot be Protected.
Where do I find my sanctioned load?
It is printed on your electricity bill and meter card, usually 3 kW, 5 kW or 10 kW for homes. You can also ask your DISCO sub-division office.
Is this electricity bill estimator accurate?
It follows the same structure as DISCO bills, so results are usually very close. FPA, QTA, arrears, late payment surcharge, subsidies and provincial duty can cause small differences from your printed bill, which is why FPA and QTA are editable above.
Are the rates the same for every DISCO?
Yes. NEPRA notifies a uniform consumer-end tariff across LESCO, IESCO, FESCO, MEPCO, GEPCO, PESCO, HESCO, SEPCO, QESCO and TESCO. K-Electric follows the same slab structure.
